Painted Iraq as Imminent Threat, Tenet takes away Bush's fall back position. After David Kay came forward to say that "we were all wrong about there being WMD in Iraq", Bush and Rice came forward to say "Saddamm was an imminent threat to the US". Now, Tenet is saying "Wait, the CIA never said that."
This places the White House as the site where the decision to say that was made.
