Senator Edward Kennedy, who says: "Until the administration genuinely changes course, I cannot in good conscience vote to fund a failed policy that that endangers our troops in the field and our strategic objectives in the world," joining a number of Democrats, including House Minority Leader Nancy Pelosi, who will vote against the $87B request to fund US activities there.
